Security Minister David Mahlobo brushed aside an opposition call to resign over the jamming of the cellphone signal during the State of the Nation Address, saying he could not be held responsible for an operational error.

Mahlobo told the National Assembly that since he had not ordered the signal blocking, a question from Democratic Alliance intelligence spokesperson on whether he was prepared to quit was therefore "irrelevant".

Mahlobo went on to say that an error occurred and there was no intentional disruption of signal.

Meanwhile, Deputy President Cyril Ramaphosa said he had received legal advice not to speak on the issue as it was sub judice.

President Idriss Deby of Chad said he knew the whereabouts of Nigerian militant group Boko Haram leader Abubakar Shekau, and called on him to surrender or risk being killed.

Chad's army has waged a series of battles against Boko Haram as part of a cross-border military campaign and has re-taken territory the militant group held in northeastern Nigeria.

Boko Haram, a Sunni militant group, has killed thousands of people in Nigeria during a six-year insurgency to carve out an Islamic caliphate. It has also staged a series of recent cross- border attacks into Chad, Cameroon and Niger.

Unions have rejected the South African Local Government Association's (or Salga’s) three-year wage increase proposal during the first round of negotiations for municipal workers.

The Independent Municipal and Allied Trade Union (or Imatu) and Congress of South African Trade Unions affiliates, which collectively represent around 58% of the public service employees, asked Salga to return to the negotiation table with a revised offer.

Salga have offered a 4.4% increase for the first year and an inflation-related increase plus 0.25% for years two and three.

Salga spokesperson Tahir Sema said they would attempt to address the matter during the current negotiations.

Imatu general secretary Johan Koen said that the union could not accept an opening wage offer of less than inflation.

Lesotho's opposition parties have formed a coalition government after a close election failed to provide an outright winner.

More than half of CEOs surveyed as part of the latest Merchantec CEO Confidence Index, said load-shedding was negatively impacting businesses, as it lowered productivity and raised costs.

The World Health Organization said Guinea and Sierra Leone reported 132 new confirmed cases of Ebola in the week to March 1, an increase of 34 over the previous week.

And, the International Monetary Fund said it would consider extending new financial support to Zimbabwe only if the southern African country agreed to clear arrears with international financial institutions.
