A third Parliamentary ad-hoc committee has been established to deal with spending on security at President Jacob Zuma's Nkandla home.

However, opposition parties have strongly objected to the terms that it only study the report by Police Minister Nathi Nhleko, arguing that the report subverted the powers of the Public Protector‚ Thuli Madonsela.

The African National Congress' terms for the new committee stated that it would consider the investigation released by Nhleko last week that found that Zuma was not responsible for paying back any of the money spent on a firepool‚ an amphitheatre‚ a new kraal and chicken run and a visitor's centre at his private residence.

In a motion in Parliament last night‚ ANC chief whip Stone Sizani proposed an ad-hoc committee comprising of eight members of the ANC‚ three from the Democratic Alliance‚ one from the Economic Freedom Fighters and two from other parties. There will also be 16 non-voting members‚  comprising of five ANC members‚ two DA‚ one EFF and eight from other parties.

This was the third ad-hoc committee established to deal with Nkandla spending. Opposition parties walked out of the second ad hoc committee established in August last year.

 


Kenya's President Uhuru Kenyatta has promised a new campaign to stop people from joining violent radical groups and to fight the influence of Somali Islamists whose attacks have killed hundreds and threatened growing prosperity. 

 Suggesting a change in strategy with more use of discussion and persuasion, Kenyatta said conventional policing methods would not be enough to tackle the threat from radicalised men and women.

Some of the gunmen involved in the biggest attacks on Kenyan soil in recent years, including the slaughter of 148 people at Garissa university in April, were Kenyan citizens who had joined Somalia's al Shabaab.

The attacks have also threatened Kenya's rapid growth in prosperity, ravaging the east African nation's tourism sector and denting its image abroad.

 

Notwithstanding its recent downgrade to junk status, State-owned power utility Eskom is still planning to raise a whopping R66-billion in debt funding during 2015/16 financial year. This will cover operational and capital expenditure shortfalls that will arise even after a government equity injection of R23-billion.

The figure does not, however, take into account any possible further increase in Eskom’s 2015/16 tariff, beyond the 12.7% already sanctioned by the National Energy Regulator of South Africa (or Nersa). It also doesn’t factor in any proceeds from the sale of core or noncore assets, or from the listing of shares in business, as flagged recently by African National Congress and government leaders as a possibility.

Eskom has made an application to Nersa for a selective reopener in an effort to secure additional resources to pay for the diesel it is burning at the open-cycle gas turbines in the Western Cape, as well as to pay for short-term power purchase programme contracts with private generators.
