The final notice and regulations that allowed for the introduction of Tax Free Savings and Investment Accounts have been approved by Finance Minister Nhlanhla Nene.

This would come into effect from 1 March 2015, the start of the new tax year.

National Treasury said the incentive was an important tool to encourage South Africans to save more and to reduce household indebtedness and vulnerability.

It complements initiatives and incentives to promote retirement savings and would also support long-term economic growth.

Nigerian forces backed by air strikes seized the northeastern border town of Baga from Islamist group Boko Haram on Saturday, the military said.
This is a significant victory in an offensive against an insurgency affecting four African states.

Successes in pushing back Boko Haram would come at a welcome time for Nigeria's President Goodluck Jonathan, who faces an election on March 28 that was delayed by six weeks on the grounds that more time was needed to fight the insurgency.

Power utility Eskom said the risk of power cuts being implemented was medium to high on Monday.

Eskom said should anything unexpected happen on the generation side it may need to go into load shedding.

It urged its customers to use electricity sparingly to ease the pressure on the power grid.

Also making headlines:

Zimbabwean President Robert Mugabe turned 91-years-old on Saturday and shows no sign of giving up power as the West slowly eases pressure on a man who has been an international pariah for the last decade.

French Foreign Minister Laurent Fabius said France would support a bid by the African Union to win the backing of the UN Security Council for its five-nation force fighting Islamist militant group Boko Haram.

The death toll in Friday's bombing of a hotel in the Somali capital has risen to 25, including two lawmakers and workers from the prime minister's office.

Liberia plans to lift a night curfew imposed six months ago and reopen borders closed to contain the spread of Ebola, as the threat from the virus recedes.

And, a young girl with explosives strapped to her killed five people and wounded dozens at a security checkpoint outside a market in the northeast Nigerian town of Potiskum on Sunday.
