Eskom said the risk of power cuts were moderate on Monday, with the system expected to become constrained in the afternoon.

The power utility said the risk of load shedding would therefore increase later in the afternoon.

Stage two blackouts were implemented on the weekend as several units were out of service due to planned and unplanned outages.

Heavily armed Boko Haram militants attacked the northeastern Nigerian city of Gombe on Saturday but were later repelled, a government security source said.

A witness said soldiers ran away after the checkpoint was overwhelmed while the militants burnt down a police station on the outskirts of town.

Boko Haram's struggle for an Islamic state has become the gravest security threat to Africa's biggest economy and top oil producer, killing thousands, kidnapping hundreds and increasingly threatening neighbours Cameroon, Chad and Niger – all of which are now also battling the insurgents.

Nigeria had postponed a presidential election that had been due on Saturday, for six weeks, citing the security threat from Boko Haram.

President Jacob Zuma says government’s proposal to put a stop to foreign ownership of land is fair as it safeguards the interests of South Africa.

He said the proposal to restrict foreign ownership of land would not chase away existing and potential foreign investors as they would still have the option to lease land for business use.

The President said this during his traditional post State of the Nation Address  interview with the South African Broadcasting Corporation on Sunday night.

He said many countries are very careful when it comes to land ownership as it is a critical issue for any nation, and that South Africa was no exception.

During the State of the Nation Address on Thursday, Zuma announced that a new proposed law, the Regulation of Land Holdings Bill, would be submitted to Parliament this year.

Also making headlines:

The Land Holdings Bill, which prohibits land ownership by foreigners, would soon be tabled in Parliament, the presidency said.

Parents have taken their children out of school in some parts of the Guinean capital, less than a month after schools reopened, because of fears the Red Cross was spreading the Ebola virus on campus.

Egypt's military confirmed on state television it had carried out an air strike against Islamic State targets in Libya, a day after the group released a video appearing to show the beheading of 21 Egyptians.

Sierra Leone failed to fully account for nearly a third of the $20-million earmarked for fighting Ebola during six months last year, suggesting bad governance may have hampered the battle against the epidemic.
