President Jacob Zuma’s State of the Nation speech was filled with old ideas, according to Nomura emerging markets economist Peter Attard Montalto.

He said the removal of two centres of government had been considered since 1994, but never happened.

He said that there was no mention of wealth tax, confirming it won’t appear in the budget.

Montalto said the ban on foreign land was a classic example of a policy going in the wrong direction to helping growth.

Regarding parastatals, he said there was no mention of putting private sector management in place, which was a key suggestion from recent CEO meetings with Zuma.

 

The State’s appeal of the June 2015 high court order to arrest Sudanese President Omar al-Bashir is expected to be heard in the Supreme Court of Appeal (or SCA) in Bloemfontein today.

Justice and Constitutional Development Minister Michael Masutha and 11 others wanted the SCA to overturn a ruling by the High Court in Pretoria that the government’s failure to arrest him was inconsistent with its constitutional duties. 

The SA Litigation Centre wanted the SCA to dismiss the application with costs.

When Al-Bashir entered South Africa last June for an African Union summit, the SALC approached the high court for an order that the government enforce an International Criminal Court arrest warranted for him.

The ICC had two outstanding warrants for Al-Bashir, issued in 2009 and 2010. It wanted him to stand trial on allegations of crimes against humanity, genocide, and war crimes committed in Sudan’s western province of Darfur.

 

Jacob Zuma’s State of the Nation Address would be welcomed by investors, the country’s Trade and Industry Minister Dr Rob Davies said last night.
Additionally, Davies predicted that Sona would impact positively on the department’s related sectors.

He said that the country would be dealing with a “tight budget” but that Zuma’s cost-cutting measures were “quite significant”.

These measures included a cutback on government banquets and junkets as well as travelling costs.

Davies also made mention of the planned “one-stop shop”, the programme designed to boost investment in South Africa to help reduce red tape, and was aimed at presenting the country as “open for business”.

 

Also making headlines:

Cosatu slammed the EFF for disrupting President Jacob Zuma’s state-of-the-nation address in Parliament yesterday.

South Africa’s representative at the Brics New Development Bank, Vice President Leslie Maasdorp, said emphasis on the National Development Plan was the highlight of the State of the Nation Address yesterday.

And, President Jacob Zuma said South Africa will not reach its growth target of 5% per year given the current economic conditions.
