The DA welcomes the Auditor General’s presentation today in Parliament which indicates that the Western Cape is by far the best-governed province in South Africa.
In the last financial year, the Western Cape’s 23 government departments and entities received 18 clean audits and 5 unqualified audits with findings. This is a much better performance than any other province and bears testimony to the DA’s dedication to clean and effective governance.
The Auditor General singled out the efforts of the DA-run province, stating about the Western Cape that “political and administrative leadership set the tone for clean audit outcomes at all provincial cabinet meetings”.
This is a full breakdown of all provincial and national audit outcomes:
Province | Number of Departments (including entities) | Departments with clean (unqualified with no findings) | Percentage of departments with clean audits |
Departments:Unqualified with findings |
Departments:Qualified with findings | Departments: Adverse or disclaimer with findings | Number of Departments with outstanding audits
Western Cape | 23 | 18 | 78% | 5 | 0 | 0 | 0
Eastern Cape | 26 | 4 | 15% | 15 | 6 | 1 | 0
Northern Cape | 19 | 5 | 26% | 9 | 5 | 0 | 0
North West | 35 | 1 | 3% | 16 | 8 | 4 | 6 | |
Kwa-Zulu Natal | 39 | 9 | 23% | 21 | 6 | 0 | 3
Limpopo | 23 | 1 | 4% | 9 | 10 | 3 | 0 | |
Free State | 21 | 4 | 19% | 10 | 4 | 0 | 1 |
Gauteng | 35 | 19 | 54% | 13 | 2 | 1 | 0 |
Mpumalanga | 15 | 5 | 33% | 8 | 4 | 0 | 0 |
National Gov. including entities | 233 | 53 | 23% | 132 | 28 | 9 | 11 |
The DA-run Western Cape clearly leads the way, with 78% of departments in the province producing clean audits. Gauteng comes in at a very distant second place with 54%.
These results unfortunately show how the rest of the provinces under the ANC continue to be mismanaged. Eastern Cape, North West and Limpopo are in a particularly bad state, with only 15%, 3% and 4% of departments and entities receiving clean audits respectively.
It is of major concern that the National Government, Kwa-Zulu Natal and Limpopo regressed on their audit findings. The AG cited lack of internal control, political will and a major lack of consequences for offending accounting officers, as the reasons for failing to drive clean audit outcomes in ANC-run departments.
The fact of the matter is that if a government cannot manage its finances properly, it cannot deliver the services the people need.
The DA has yet again showed that we are the party most capable of managing the people’s money with integrity to maximise delivery.
