In addition it has raised concerns about the 2002 Unemployment Insurance Act (UIA), which it says has a crucial role to play as a short-term measure in providing income support.
The union has submitted detailed written comments on the Unemployment Insurance Amendment Bill, which is about to be passed by the National Assembly in Parliament.
Once enacted, the legislation will introduce a number of amendments to the UIA, including:
- The application of the UIA to seasonal and domestic workers, who were previously excluded;
- The recognition of the right to benefits if a domestic worker with multiple employers becomes partially unemployed;
- Eligibility for unemployment benefits if a domestic worker becomes unemployed as a result of the death of the employer, and;
- Topping up of maternity, illness and adoption benefits, allowing these to be paid over and above amounts received from an employer.
But the federation has expresses concern that two areas were not addressed in the process, which relate to the exclusion of UIA benefits in respect of workers who resign or who receive state old-age pensions from the Department of Social Welfare.
