Since section 231(2) of the Constitution of the Republic of South Africa, 1996, provides that an international agreement binds the Republic only after it has been approved by resolution in both the National Assembly and the National Council of Provinces; and Since the National Assembly, on 23 October 1997, and the National Council of Provinces, on 15 March 1999, approved the Protocol of 1992 to Amend the International Convention on Civil Liability for Oil Pollution Damage, 1969, Sibusiso J Ndebele, hereby publishes the said Protocol, the English text of which is set out in the Schedule hereto, for general information.
