The plan was submitted to senior Apec officials meeting ahead of next week's summit in Bangkok, Thailand.
It will be presented on Monday and Tuesday.
The plan calls for improved security at airports, including the implementation of heightened baggage screening procedures by 2005, as well as standard electronic customs screening.
Thai foreign ministry spokesperson Sihasak Phuangketkeow said the consensus is that Apec economies need to promote closer cooperation in the fight against terrorism, but that it should not hinder trade in the area.
The plan also calls for port and ship security be put in place by the middle of next year, in order to help fight piracy and to safeguard ports against terrorism.
The foreign ministry spokesperson said a proposal by the US to suppress the manufacture, shipment, and sale of man portable air defence systems (Manpads) would be proposed for discussion at the ministerial meeting.
