October 10, 2002—When the eighth Annual Bank Conference on Development in Latin America and the Caribbean (ABCD-LAC 8) opens today in Madrid, policy makers, leaders in academia, and development professionals from around the globe will discuss how to close gaps in productivity, skills and technology in the region.
